Meetings of Signatories

The Meeting of Signatories is the principal decision-making body of the Memorandum of Understanding, governed by the Rules of Procedure.

Meetings are held every three years and, where possible, scheduled to coincide with other relevant gatherings attended by the appropriate representatives. Any agency or body with relevant technical expertise may attend sessions as an observer, unless at least one third of the Signatories present object. All participation is subject to the Rules of Procedure adopted by the Meeting.
